SUMMARY OF POSITION
This position is accountable for providing support to the EMEAI region sites for Process Safety Management, and risk control services as follows
Implementation and management of the Corporate Process Safety Management framework
High-hazard risk reviews and critical risk assessments including PHAs, HAZOPS and What-If Analysis
Process safety action plan development and collaborative support to the EMEAI region in process safety related topic areas including:
handling or processing of flammable (ignitable) liquids or combustible powders
resin process safety including venting and control systems
environmental control systems (e.g. thermal oxidizers)
life-safety (exiting, illumination, detection and evacuation alarm systems)
property loss control
hazardous area classification and control of ignition sources (electrical and mechanical)
electrostatics control and related systems including qualification assurance
chemical safety and security risk management
intermediate bulk containers for liquids and powders
Special hazards including Nitrocellulose, Monomers and Peroxide storage and handling
Process safety-related capital project prioritization, including supporting definition of scope and risk ranking
Process safety-related governmental compliance including SEVESO/ COMAH, and ATEX/ DSEAR
Building process safety competence of the EHS and engineering teams within the region
Routine communication and collaboration with the region
Support of Corporate PSM/EHS Audits in the region
Collaboration and support of achieving the regional and site EHS tactical plans
Support sites (identify solutions and support advancement and implementation) with closure of level 1, 2, and 3 action plans to mitigate EHS risks.
The incumbent develops critical risk identification and control processes including the review of high risk or high potential consequence safety, process, property or community / environment exposures. The position works with business units, VPs – Operations, EHS Directors and Area EHS Managers to develop targeted safety, process safety, and operational risk control systems, programs or solutions so as to effectively mitigate risk. The position works in both a leadership and hands-on manner to support process safety principles and strategic initiatives established by Corporate EHS / Safety and related Process Safety, Chemical Security, Property Loss Control functions, as well as supporting business unit strategic initiatives and continuous improvement projects associated with chemical, coatings and resin processes.
The position works to support organization adherence to Company EHS / Safety and Process Safety Standards, in addition recognized, UK, EU and in-country standards. The Process Safety Lead focuses activities and initiatives to reduce the incidence and likelihood of occurrence of injuries, illnesses and loss of life, and loss of property and productivity, while seeking regulatory compliance. In addition to risk of injury, illness or death, further exposure is the potential for damage to company reputation, loss of business or profits, and environmental exposure.
The position actively supports the principles of Operational Risk Management and Control and works to enhance the organization-wide use and effectiveness of Operational Risk Control Systems.
Provides consultation and direction to the EMEAI region in the identification of critical risks, control measures, and the implementation of effective risk mitigation systems. The position works to develop practical, cost effective and compliant design solutions that meet recognized standards, and develops cost estimates and budgets for the EMEAI region to assist in the capital planning process. The position works to identify solutions providers such as specialized contractors with knowledge and expertise in areas requiring risk control improvements. The position facilitates proper business planning through risk identification and prioritization. The position must work as a coach and facilitator with the region to build competence of the EHS and engineering resources in the region to consistently advance progress in process safety.
The position works directly with the Director-Safety, Director – Process Safety, International Director-EHS, EMEAI Area EHS Managers, EMEAI Director-Engineering, plant managers and local engineering, and the VP-Operations to bring about results. The position works directly with FM Global engineers, government authorities, industry trade groups, and fire and building code organizations.
The position works on critical product safety and packaging fire and, as necessary, chemical safety and security concerns, as well as specified regulatory or legal matters. The incumbent leads serious process safety-related incident investigations in order to identify root-causes so as to develop means to prevent future occurrences.
The position provides direction and mentoring for the development of business unit and site EHS professionals and managers so as to develop a “process safety culture.” The incumbent is authorized to act decisively in the absence of the Corporate Director – Safety, or EMEAI Director EHS, or EMEAI VP-Operations during emergency circumstances or critical safety or community exposures.
MAJOR TASKS PERFORMED BY THIS POSITION
The position works with the EMEAI business unit to develop compliant and effective safety, process safety and loss control mitigation systems, processes, projects and solutions. This is accomplished through standardized risk assessment and control techniques that includes reviews against recognized standards, and by working with teams so as to deliver quantifiable reduction in risk in areas identified in the Position Summary.
The overall function is to support the development, implementation and management of the Corporate Process Safety Management framework, across all of the PSM elements, at each of the manufacturing facilities in the EMEAI region, to reduce risk of catastrophic process safety events.
Facilitation of Process Hazard Analyses (PHAs), as well as coaching and training on the risk assessment method, action management and use of PHA-Pro software
Assuring Management of Change (MOC), Process Safety Information (PSI), and Pre-Startup Safety Review (PSSR) programs and processes are in place
Supporting the development of Mechanical Integrity programs and management of safety critical equipment (in collaboration with Regional Engineering)
Development and facilitation of PSM training for PSM coordinators and element owners of overall PSM awareness of specific topics as required
As necessary, leads serious incident investigations where required in order to identify root-causes and to establish means to prevent future occurrences.
Auditing of sites against the requirements of Corporate EHS/PSM standards and the overall PSM framework.
Specific tasks include the conduct of the following reviews and related design, support, and installation activity(ies):
building and equipment static electricity control grounding and bonding systems
qualification testing involving ‘static dissipative’ supplier claims (plastic film, tools, flooring or equipment)
manufacturing processes that employ, or may be candidates for employing, process inerting, including system design, configuration, monitoring, and controls
process vessel or aboveground flammable or reactive (monomer) liquid tank mechanical integrity, listed pressure rating, or configuration
process vessel or aboveground flammable liquid tank normal and emergency relief venting in consideration of various related standard
process equipment piping associated with flammable liquid, resin, compressed gas, or powder processing
project management support
conducting egress analysis per recognized life-safety standards (e.g. NFPA 101)
resin process safety support in line with Sherwin-Williams’ Resin Process Safety Team objectives to assure safe operations, i.e. to prevent the risk of accidential release, fire or explosion
The Position Is Also Responsible For
Utilizing the principles of process safety management derived from:
recognized process safety and related equipment or process standards
Sherwin-Williams’ Business Management Systems which include Reliability Excellence, Standard Work, and EHS Management Systems
Performance of Process Hazards Analyses (PHAs) on critical processes and equipment
Having or gaining knowledge in the following manufacturing technologies / processes: paint and coatings, fire retardant coatings, powder coatings, resin manufacturing, flammable storage, flammable liquid or combustible powder dispensing
Process safety qualification of toll manufacturers, where required
Due diligence support involving chemical processes, storage, release, flood, special hazard, or water supply risk or exposure
Knowledge in ATEX hazardous area electrical and related equipment standard and application
The position works to identify solutions providers such as specialized contractors with knowledge and expertise in areas requiring process safety / risk control improvements. The position supports business planning activities through risk identification and prioritization support so as to best minimize and eliminate both life-safety and operational risk.
In addition to working with Company operations, engineering and EHS professionals, the position:
works directly with FM Global engineers, government authorities, industry trade groups, and where appropriate, standards-setting organizations.
works on critical product safety and packaging fire or chemical safety and security concerns and related legal or regulatory matters.
supports both corporate and EMEAI process safety and chemical security activities.
provides direction and mentoring for the development of business unit and site EHS and process safety professionals and plant / business managers.
reviews capital projects exceeding $100,000 with operations, engineering and EHS staff, insurance company engineers, and VPs – Operations.
Provides expert guidance to customers, suppliers, regulators and the community in areas concerning chemical process safety and fire and life-safety.
maintains professional engineering or process safety certification(s)
acts with full authority to intervene in emergency conditions or exposures, events or where imminent risk exists to employees.
Communication with all levels of management, customers, regulators and the public. Maintains on-going professional development in related areas of safety, process safety, chemical safety & security and property loss control.
Leading EMEAI process safety risk identification and control / mitigation support activities so as to minmize and eliminate operational risk (exposure, release, fire or explosion).
Support development of key EMEAI engineering solutions for process safety, life-safety and loss control.
Work to fully integrate and Process Safety Management, Business Process Improvement, and Resin Process Safety Team solutions and to develop Company standards that support enterprise improvement
Support or leads PSM and PHA assessments.
Support and develops solutions to Corporate EHS or Process Safety Audit recommendations.
Provide EMEAI support to MIRA “Risk” and “MOC” processes.
Provide technical support to group and operational management to achieve reduction of occupational injuries and property losses and to maintain a proactive “process safety culture.”
Serve as lead investigator or investigation team member for serious process safety investigations as required.
Represent company interests in process safety and related code development and research activities
Identify and develop means to reduce / eliminate the potential for significant and catastrophic risks / exposure.
Minimum Bachelors Degree level in a technical discipline – Chemical or Mechanical Engineering, Chemistry etc. Masters Degree level preferred
Chartered Engineer status would be desirable but not essential – also process safety qualifications
KNOWLEDGE And EXPERIENCE
Extensive experience in chemical or related operations
Knowledge and familiarity with venting calculation methods, NFPA and EU Codes and Standards related to chemical process safety and mechanical integrity
Knowledge and familiarity with flammable and combustible liquids, physical, reactivity and health hazards associated with same, and electrostatics
